It is still under development, it will basically use end-to-end encryption via WiFi direct service to transfer all the data. If you are in the beta testing of the app, you can experience the latest add-on.
The changelog of the beta says – “Your next upgrade deserves an upgrade. Quickly and securely transfer your Signal information to a brand-new Android phone. Use the end-to-end encrypted migration feature to move your account and messages from an old device to a new device over a private local WiFi Direct connection.”
The previous way of data transfer was to create and save a local backup. And, it was the only way to transfer data. The new feature will be available in stable builds in a couple of weeks.
